Before descending to Earth, Steve was given the decision to become whatever he wants by the holy forces. He wished to become a strong warrior who is the best at using mace and can harness the external power to his own will. The holy force agreed and told him to hold his breath under the holy water for 7 hours, so it can transform him into what he wants. They told him it took exactly 7 hour to form his wish, and whatever comes between that 7 hours can be horribly different to what he wants. He did it very well in the first 6 hours. But at the last hour, he impatiently rose his head up to see what he became, with the thought he can put his head under the water again after that. He did have a mace and the ability to suck energy from others as he wished, but accidentally stay in the shape of a pelican, and that cannot be undone.
